Karl A. Higgins, III, PE, BC.GE

Mr. Higgins joined Hillis-Carnes as Chief Operating Officer, bringing more than 35 years of experience in geotechnical engineering and construction inspection. Prior to Hillis-Carnes, Karl served as Chief Engineer for a large national firm of over 850 employees, where he oversaw engineers, geologists, and field technicians supporting both private and public-sector clients throughout the DMV. His areas of technical leadership include deep foundations, soil characterization, and specialty inspections. In his role, he will focus on driving operational excellence, strengthening collaboration across departments, and supporting growth in HCEA’s core service lines. He succeeds Timothy B. Hill, P.E., who will continue serving on the Board of Directors.

Mr. Higgins earned his Bachelor of Science in Civil Engineering from Virginia Tech University in 1990 and a Master of Engineering in Geotechnics for the University of Missouri in 2011. He is a Board-Certified Geotechnical Engineer (BC.GE) and a licensed Professional Engineer in Maryland, Virginia, D.C., Delaware, Pennsylvania, New Jersey, Florida, and North Carolina. Karl is active in professional organizations, including the American Society of Civil Engineers (ASCE), the Deep Foundations Institute (DFI), and the Pile Driving Contractors Association (PDCA).
