Hillis-Carnes proudly provided comprehensive Construction Materials Testing (CMT) and Special Inspections for the new 65,000 SF Weis Markets Grocery Store and Gas-N-Go Facility in Middletown, Delaware—Weis Markets’ first ground-up construction project in the state and the flagship anchor of the Bayberry Town Center commercial development. Our team played a critical role in supporting this high-profile commercial construction project by ensuring compliance with all structural, geotechnical, and materials quality requirements.

Project Manager Dylan Mills, from our Dover office, led the Hillis-Carnes team throughout the construction process, overseeing daily field operations, coordinating inspections, and verifying that all materials and workmanship met project specifications, building codes, and industry standards. He was supported by Field Operations Supervisor, Emily Hall, who excelled at managing the project schedule and ensuring that technicians were fully prepared and equipped each day—helping maintain efficiency, accuracy, and consistent quality across the site.

The new Weis Market featured notable architectural elements such as a stained wooden canopy system, expansive open ceiling spaces, and a clerestory window designed to maximize natural light. These complex design features required precise execution and rigorous materials testing. Hillis-Carnes technicians performed essential inspections and testing for soils and earthwork, cast-in-place concrete, reinforcing steel, structural steel, masonry components, and pavement systems, ensuring long-term durability, safety, and structural integrity.

Through detailed engineering review, continuous inspections, and high-quality materials testing, Hillis-Carnes helped deliver a durable, code-compliant commercial facility for Weis Markets and the rapidly growing Middletown community.
