Hillis-Carnes Welcomes Yuri Chandler, PE, as Richmond Branch Manager

Hillis-Carnes is pleased to announce that Yuri Chandler, PE, has joined our Richmond, Virginia, branch office as Branch Manager. Yuri brings more than 22 years of experience in geotechnical engineering, construction materials testing, laboratory management, and project management, strengthening our ability to serve clients throughout Central Virginia.

Yuri earned his Bachelor of Science in Civil Engineering from Virginia Polytechnic Institute and State University and is a licensed Professional Engineer in the Commonwealth of Virginia. Throughout his career, he has provided geotechnical engineering and construction materials testing services for commercial, residential, industrial, institutional, and transportation projects. His experience includes managing subsurface investigations, foundation design recommendations, earthwork, retaining walls, pavement design, settlement analyses, special inspections, and construction materials testing. He is recognized for his technical expertise, collaborative approach, and commitment to delivering practical, high-quality solutions that meet clients’ needs.

In addition to his engineering and project management experience, Yuri has successfully managed accredited testing laboratories, implemented quality management systems, developed technician training programs, and provided technical oversight for all these services. His focus on quality, operational excellence, and staff development reflects Hillis-Carnes’ commitment to delivering exceptional service and fostering professional growth throughout the organization.

As Branch Manager, Yuri will oversee operations for the Richmond office while supporting project delivery, client relationships, and strategic growth initiatives throughout the region. His leadership, technical knowledge, and dedication to client service will play a key role in expanding Hillis-Carnes’ presence and continuing to provide the high level of service our clients expect.
