Hillis-Carnes Welcomes Sok (Shawn) Kim, PE, as Associate Principal and Geotechnical Division Manager in State College

Hillis-Carnes is pleased to welcome Sok (Shawn) Kim, PE, as Associate Principal and Geotechnical Division Manager in our State College, Pennsylvania, office. Shawn brings over 11 years of experience in geotechnical, hydrogeological, and civil engineering, along with extensive project management experience serving public- and private-sector clients throughout the United States and Canada.

Shawn’s technical expertise includes geotechnical investigations, foundation design, construction materials testing and inspection, seismic site classification, and subgrade evaluations. His extensive background also encompasses consolidation settlement analysis, frost protection design, environmental site assessments, excess soil management, groundwater monitoring, construction dewatering and water quality testing, erosion and sediment control planning, pavement design, site grading, and geotechnical engineering peer reviews.

Throughout his career, Shawn has supported a diverse portfolio of projects for prominent public agencies and private-sector organizations, including Public Services and Procurement Canada, Defense Construction Canada, the Department of National Defense, NAV Canada, and the City of Ottawa.  His experience also includes working with school boards, municipalities, private developers, and contractors.

Shawn earned his Bachelor of Science in Civil Engineering from the University of Hawaii at Manoa and his Master of Engineering in Civil Engineering from the University of Ottawa in Ontario, Canada. He is a licensed Professional Engineer in Pennsylvania, Ontario, Canada, and Hawaii.

In his new role, Shawn will lead geotechnical engineering services in our State College office, overseeing geotechnical investigations, fostering client relationships, and pursuing new business opportunities throughout Central Pennsylvania. His technical expertise and industry experience will further strengthen Hillis-Carnes’ capabilities and support our continued growth in the region.
