WC Smith developed Park Chelsea along the Capitol Riverfront, located at 880 New Jersey Avenue SE in Washington, DC. Park Chelsea is a 13-Story, 432-unit luxury apartment complex, with three levels of underground parking. The building includes several amenities such as: indoor and rooftop swimming pools; rooftop access with views of the National Mall; fitness and yoga rooms; community centers; and a spa.
Hillis-Carnes was the Geotechnical Engineer of Record (GER) and provided the following services: subsurface investigations and drilling operations; mat foundation design; stormwater management (SWM) soils analyses; and slope stability studies during construction.
A support of excavation (SOE) survey, as well as construction materials testing and inspection services, under the DCRA Third Party Special Inspections Program, were also provided by Hillis-Carnes. Under the Special Inspections Program, Hillis-Carnes provided testing and inspections services for soil, concrete, rebar, post-tensioned concrete, masonry, pavement, air-barrier, and waterproofing.
