David supports our clients with more than 30 years of experience in environmental consulting, construction services, and project management. He has worked extensively with local, state, and federal government, industry, retail, and commercial real estate clients throughout the United States, with a strong focus in the Mid-Atlantic region.
David’s technical expertise includes environmental assessment and site characterization; soil and groundwater remediation; brownfields redevelopment and voluntary cleanup programs; litigation support and insurance claim consulting; industrial hygiene services (asbestos, lead, and mold); emergency spill response; and environmental health and safety oversight. He has also led projects involving petroleum fueling facility construction and decommissioning, storage tank system design and compliance, stormwater management system rehabilitation, water resource exploration, unexploded ordnance investigation and remediation, geophysical surveys, geotechnical investigations, and risk-based closures. He has provided trusted leadership on complex environmental challenges, helping clients navigate regulatory requirements, manage risk, and advance projects from planning through execution.
As Director of Environmental Services, David leads Hillis-Carnes’ Environmental Services practice, providing strategic direction and operational leadership across the group. He mentors and develops environmental professionals, guides technical strategies, supports business growth initiatives, and oversees complex, high-profile environmental projects—delivering responsive, data-driven, and cost-effective solutions for clients.
David earned a Bachelor of Science degree in Geology from the University of Maryland, College Park, is a registered Professional Geologist in Virginia and Kentucky, and is FAA-certified.
