Harbor Point

Hillis-Carnes worked with Armada Hoffler Construction Co. to provide Environmental Services for Baltimore’s Harbor Point development, a 27-acre mixed-use project comprising approximately three million square feet of office, retail, residential, and hotel space, along with 9.5 acres of open space.

Parcels 3 and 4 were part of Phase III. This phase included an additional 550,000 SF of office space, more than 500 residential units, approximately 60,000 SF of retail space, a 152-key extended-stay hotel, and 4.5 acres of new open space. Parcel 3, located along the waterfront west of Wills Wharf and south of Central Plaza and the Exelon Building, serves as the global headquarters for Baltimore-based investment management firm T. Rowe Price. The development consists of two buildings connected by a lobby atrium and includes retail and amenity spaces in addition to its office program. Parcel 4, located at the corner of Caroline and Dock Street, is planned to feature two apartment towers, a hotel, street-level retail, and structured parking.

From the mid-1800s through the 1970s, the Harbor Point site was home to Baltimore Chrome Works, the world’s largest facility for the manufacture of chromium chemicals. In the 1980s, chromium impacts to soil and groundwater were discovered. In the 1990s, an engineered cap was installed to contain the contamination. The cap consisted of a slurry wall around the perimeter, approximately 3 feet wide and 70 feet deep, and a multi-layer liner system above. This engineered control presented a significant challenge to development. The cap had to be opened to allow installation of deep foundations and then carefully restored and sealed around the new structures. The reinstallation process was highly detailed to ensure a proper seal and to protect worker health and safety. Hillis-Carnes ensured that all procedures, from cap opening through final closure, were completed in accordance with project requirements and specifications.

Hillis-Carnes’ team, under the supervision of Project Manager Robert Pushman, performed Environmental Construction Quality Control and Quality Assurance (CQC/CQA) management services. Environmental Technicians Mitchell Burke and William Switzer supported field operations. The scope of work included ensuring compliance with project environmental requirements and preparing documentation in accordance with the CQC/CQA Plan and related project documents, consistent with services previously performed for the Exelon Headquarters and Point Street Apartments at Harbor Point.

Hillis-Carnes provided services for this $1 billion development over more than a decade.
