The Stacks at Buzzard Point

Hillis-Carnes provided Special Inspection Services for The Byron and Colette residential towers as part of the District of Columbia Special Inspections Program administered by the District of Columbia Department of Buildings (formerly DCRA) for The Stacks at Buzzard Point in the Buzzard Point neighborhood of Washington, D.C. Constructed on a redeveloped former industrial site near the Anacostia River and Audi Field, The Stacks represents one of the largest mixed-use developments in the rapidly evolving Capitol Riverfront district.

Phase I of the project includes three residential towers: The Byron (14 stories, 384 units), Everly (14 stories, 413 units), and Colette (13 stories, 319 units), delivering more than 1,100 residential units along with retail, amenity spaces, and public open areas. Construction of the towers required the placement of approximately 66,000 cubic yards of structural concrete, as well as the development of extensive below-grade parking and service areas. The phase also introduced retail and restaurant spaces, shared residential amenities, and pedestrian-oriented streetscapes, including a central pedestrian corridor known as “The Corso,” which connects public spaces throughout the development.

Hillis-Carnes’ Special Inspection Services included the installation and monitoring of fourteen inclinometers to detect potential ground movement and evaluate impacts to adjacent structures during excavation and foundation construction. Additional services included Support of Excavation (SOE) monitoring and testing and inspection of fill placement, underground utilities, mat foundations, below-grade waterproofing systems, cast-in-place concrete, reinforcing steel, floor flatness and levelness testing, post-tensioned unbonded concrete systems, structural steel, metal decking, structural load-bearing masonry, and pavement construction.

The scope also included system testing, certification, and final approvals associated with groundwork, foundations, framing, rough-in, close-in, insulation, and final inspections required to satisfy District Special Inspection Program requirements. Upon full build-out, The Stacks at Buzzard Point is expected to encompass over two million SF of mixed-use space, including more than 2,000 residential units, significant retail and restaurant space, office uses, hotel accommodations, and additional public open space along the Buzzard Point waterfront.
