VHC Health Outpatient Pavilion (TOP)
Hillis-Carnes provided Construction Materials Testing and Inspection services for the new Outpatient Pavilion (TOP) at VHC Health in Arlington, Virginia. The project is part of the hospital’s major campus expansion, designed to centralize outpatient services and increase capacity at the existing 357-bed hospital. The expansion includes a seven-story, approximately 245,000 SF outpatient pavilion with one level below grade and a multi-level parking garage providing more than 1,600 parking spaces. A pedestrian bridge connects the garage directly to the pavilion, improving patient access and circulation across the campus. Construction began in 2019, and the facility opened in 2023 as one of the largest healthcare expansions undertaken by the health system in more than two decades.
The pavilion houses a comprehensive range of outpatient services, including ambulatory surgery with six operating rooms, imaging and radiology, endoscopy, laboratory services, pharmacy, physical therapy, and primary and specialty clinics. The facility also includes a dedicated women’s health center and was designed to improve patient access while freeing space within the main hospital for expanded inpatient and critical care services.
Hillis-Carnes provided testing and inspections for compaction, excavation, backfill, utilities, underground stormwater management facility, bio-retention facility, spread footing foundations, underpinning, micro pile foundations, cast-in-place concrete, reinforcing steel, floor flatness/levelness, structural steel, light-gauge structural framing, structural load-bearing masonry, pavement, roofing, building envelope, and EIFS work.
